The Challenge
Course enquiries are cheap to generate and expensive to waste. A form lead arrives as a name and number with no context, and the counselling team spends days chasing people who never answer. The question was not how to lower cost per lead — it was which enquiry format actually produces a conversation a counsellor can work with.
Quick answer
A beauty academy and studio group in India ran Click-to-WhatsApp and Meta Instant Forms side by side for 90 days on the same offer, same audience, same account.
WhatsApp conversations cost ₹120.99. Instant Form leads cost ₹165.23. WhatsApp was 27% cheaper and produced more enquiries — 1,727 against 1,559 — from a smaller budget.

The part that matters more than the cost
A form lead and a WhatsApp conversation are not the same object, and comparing them on cost alone understates the gap.
An Instant Form lead is a name and a phone number. Someone has to call it, usually several times, often unsuccessfully. A WhatsApp conversation is a person already in a thread, who has already typed something, on a channel they check.
So the honest comparison is not ₹165 against ₹121. It is a ₹165 contact that needs chasing against a ₹121 contact who is already talking to you — and the difference in counsellor time is larger than the difference in media cost.
Where Instant Forms still win
We did not switch the budget entirely, and would not:
- Forms capture structured fields. Course interest, city, preferred batch — collected before a human is involved. WhatsApp gets that only if the conversation goes well or an agent asks.
- Forms scale without staffing. Every WhatsApp conversation needs a responder. At 1,727 conversations in a quarter, that is a real operational load; a team that cannot answer within minutes will get a worse result from WhatsApp than from forms.
- Forms feed a CRM cleanly. Conversations need to be parsed into records.
Run both. Forms for structured capture at volume, WhatsApp where the team can answer quickly. The mix is a staffing decision as much as a media one.
The outlier worth reporting
One campaign in this account — a hiring ad for drivers — returned 83 leads at ₹3.03 each on a 6.71% CTR. That is roughly fifty times cheaper than the course enquiries.
It is not a marketing achievement. Recruitment ads are simply a different auction: fewer advertisers competing, an audience actively looking, and an offer that costs the responder nothing. We include it because the comparison is instructive — anyone quoting you a “₹3 cost per lead” benchmark is almost certainly quoting a job ad, not a commercial one.
Is ₹121 a good cost per enquiry for education?
For skill-based courses in Indian tier-2 and tier-3 cities, that band is healthy. For degree programmes or high-fee professional courses, expect several multiples of it — the enquiry is worth more, so it costs more. Cost per lead is only meaningful next to the fee it is chasing.
